Down draft stoves save space above the oven and/or are typically used in a kitchen island where a hood would be impractical due to high ceilings or one is not able to retro-fit with a range exhaust hood. Venting fumes / smoke is important during the cooking, especially burning of oil / food; and for getting rid of smells like fish and onions while cooking. A down-draft cooktop is typically installed in a new house in the kitchen where ventilation shafts in an island or under a counter are are already installed. BUT THIS FEATURES IS NOT NECESSARY.
